What does the Spring Budget mean for health?
On 12th March 2024 Future Health Programme Director, Richard Sloggett chaired an expert panel discussion on what the Chancellor’s Spring Budget meant for health. The Budget included headline measures to cut national insurance for employees and increase the thresholds for child benefit as part of setting out a path to a lower tax economy.
On the NHS, some additional funding was announced along with investment in a new NHS productivity programme beginning in 2025/26.
The Chancellor chose to raise money to balance the books through new measures such as a vape-tax and perhaps of most political significance the scrapping of the non-domiciled tax status – a Labour policy – the revenue from which had been allocated by the Opposition to a range of NHS and health related measures, including new equipment, more operations and dental appointments.
The panel discussion explored what the implications of the Budget are for the NHS, public health and social care (which was notably absent from the Budget) and how this may set-up the health debate for the next election when it arrives. Joining the panel were:
- Chris Thomas, Head of the Commission on Health and Prosperity, IPPR
- Shaun Lintern, Health Editor, Sunday Times
- Rosie Beacon, Head of Health, Reform
- Dave West, Deputy Editor, Health Service Journal
